Yes, I think one can’t be more accurate with the description you made. This is both frustrating and sobering. Most common responses I keep hearing are along the lines: you better behave. So no matter whether it is moral or not, legal or not, “just behave” is the Canadian recipe it seems. Not for all, but for a lot.
