16 years old consnted and injected ways for parents to complain or sue?

Shoppers in Woodbine handed the consent to the sign 16 years old child and injected him
I complained to:
minister of health, bylaw, safety inspector for COVID (snitch line)- no answer of cause
police and college of pharmacists called and explained that they can treat 16 years old as mature youth and i can go ahead and take it to the court.
Has someone heard how this can be taken to the court and is this against pharmacist or Health minister?
